"If you wish to use narcotics, then do not use injected drugs.  But if you have to use injected drugs, then use a sterile needle.  As a matter of fact, you can stop taking drugs.  We have a program that can help you stop using them."

 

The police and society still assumes every drug addict is a criminal.  In fact, the addicted are a vulnerable group of people that should receive help and protection especially regards HIV.

 

"From a legal point of few are those junkies criminals?  It still is a hot issue in discussions," says Suhendro, the Kios lawyer.  "But our main concern is health.  Every citizen has the rights to be free of diseases.  This includes the protection of drug users and his/her family members.  In a wider sense this also means to protect other members of society."
